GRASP-03: Proactive Sync Plus

This is an optional extension to GRASP-02.

Purpose: to ensure grasp servers maintain conversation history.

MUST proactively sync nostr events that match our acceptance criteria that tag accepted issues, patches or PRs using the outbox model.

SHOULD sync metdata, NIP-65 relay lists and user grasp lists from outbox relays, from authors of accepted messages.
